Sex offenders’ names, photos should be published -residents urge at Region Seven “Stamp it out” consultation

Residents of Region Seven have called for the photos and names of persons guilty of committing sexual offences to be published during a consultation on November 22.
Minister of Human Services and Social Security, Priya Manickchand told the gathering at the St. John, the Baptist Primary School that the Government is seeking the input of all Guyanese to reform the laws dealing with sexual violence. The Minister said that sexual violence affects everyone regardless of their age and gender and needs to be addressed immediately.

Residents said that sexual violence is prevalent in their communities especially in the riverain areas. It was noted that most of the perpetrators of rape and sexual molestation of children are not known in the society.

The residents said that by publishing the names and photographs of the perpetrators after they are convicted of their crimes will enable the general public to identify them. Minister Manickchand said that the particular issue has been raised before at other consultations and the proposal will be given attention.

Other residents suggested that there should be a website with detailed information on perpetrators such as their place of residence and employment.

It was recognized that many students are not aware of the laws that govern sexual offences including the age of consent for girls. Minister Manickchand said that teachers and parents need to be more vigilant and look-out for the children’s welfare.

The Human Services Minister said that a man can be charged for statutory rape even if a girl has consented to a relationship. She stated that one of the proposals in the Paper is that the age of consent should also apply to boys since they are still considered minors.

Residents said that there should be a massive campaign mounted to educate people on the laws which will help them raise awareness.

Several other issues were raised by the residents such as incest, child abuse and Trafficking in Person (TIP) which were addressed by the Minister.

Consultation on the sexual violence Paper will continue in Regions Four and Eight.

  2. please someone help my uncle marshall raped me and many other girls in my family when i was young. nothing was done i need to find out weather he is registered in flordia. I now believe he is doing this to his grandchildren. My cousin has says he has changed and she forgives him I don’t believe. He moved in with her and the daughter stop talking for two weeks banging her head on the floor. please if has done this anyone child in flordia or in gulfport ms area please speak up he needs to be locked away. we did not no better when were young now is the time. Please help stop this monster it will continue. thanks so much
